For example, I have read that when the General Secretary position was open back in the early days of Lenin and Stalin, nobody wanted it because it seemed so unglamorous. However, Stalin volunteered because he knew it would give him access to information on party members. He took that and ran with it. It doesn't take a lot of imagination to see that the Department of Homeland Security itself, or one of its powerful parts such as TSA, could be parlayed into something quite useful to one with despotic aspirations.
