This is a delimma. A lot of startup companies are suffering from this. Imaging after a startup raise a fund, and now don't have access to it. Would the startup know when the fund would be available to them? In that case, what would an investor do to help his/her portfolio companies?

How do you know that a lot of startup companies are suffering from this? My experience is that very few actually are and in any case where it’s a meaningful amount their banks are letting them borrow against it.

I was just about to say that I think we'd hear a lot more complaining if startups had money in their accounts that they couldn't access. A lot more, because the resulting negative publicity could send a bank right under.
